Certificate of Competency(CoC)-Class 4(MEC3)

Introduction

 

The Marine Engineering Level 6 course, also known as MEC3, is equivalent to the Indian Class 4, Singapore Class 5, and UK EOOW courses. The terminology may vary across different countries, but the content remains the same. There are two intakes for this course each year, starting on 19th February 2024 and 5th August 2024. It is recommended to enroll at least three months before the course start date. This will allow you enough time to complete the IELTS / PTE Academic English Language test, arrange funds for the NZ student visa, and apply for your New Zealand student visa. The course duration is eight months of full-time study in New Zealand.

Eligibility

 

If you are a degree or diploma engineering student, only mechanical or marine engineering will be accepted. You must have 12 months of sea service, including at least 6 months of experience in E/R watchkeeping under the supervision of C/E or a qualified engineer officer. If you hold a BE Mechanical/Marine, Diploma Mechanical/Marine, GME, DME, HND (UK), or similar qualifications along with the required sea service, you may be eligible for this category. It is recommended that you complete your MNZ pre-assessment before attending the MEC3 course in New Zealand

The MNZ pre-assessment process is free of charge and takes six weeks to complete. For seafarers who do not have a degree or diploma in mechanical or marine engineering, you must have 36 months of sea service, including at least 6 months of experience in E/R watchkeeping under the supervision of the C/E or qualified Engineer Officer. Wipers, oilers/motorman, fitters, and others who do not have any formal academic training qualifications may be eligible for this category. It is recommended (but not required) that you complete your MNZ pre-assessment before traveling to New Zealand.

Electrical officers who have completed 36 months of sea service (with C/E testimonials) and the ISF Training Record Book over 6 months may be eligible for the MEC3 course in New Zealand. It is not mandatory to have a degree or diploma in electrical engineering while following the 36-month route to MEC3 CoC. However, it is recommended to get your MNZ pre-assessment done before traveling to New Zealand for the MEC3 course.

The approved TRBs in New Zealand are ISF TRB, DG Shipping India TRB, and MNTB TRB UK. The sea service must have been on commercial vessels with engines of 750 KW or more, operating outside restricted limits. The MEC3 certificate is valid for 5 years. you have not sailed on ships with auxiliary steam boilers and steam systems, your MEC3 CoC in motor propulsion will be endorsed with the limitation. Candidates who have not satisfactorily completed the ISF TRB are ineligible to undertake the MNZ oral exams.

Additionally, the course tuition fees cover the following STCW advanced courses: 1. AFF 2. MFA 3. PSCRB Please note that it is not advisable to undertake these courses separately from the main academic course.

Course Title: 2nd Engineers (MEC 2) & Chief Engineer (MEC 1)

Eligibility

 

MEC 2: Applicants must have successfully completed 12 months of watch-keeping service as an Engineer Officer on vessels with an engine power greater than 750 KW, while holding a Class 4 FG CoC. 

 

MEC 1: Candidates must possess a Class 4 CoC and have accumulated 36 months of sea service as an Engineer Officer on commercial vessels with a main engine propulsive power exceeding 750 KW, while holding the Class 4 CoC.

 

Alternatively, applicants can hold a Class 2 CoC and have completed 12 months as a 2nd Engineer on commercial vessels with a main engine propulsive power exceeding 3000 KW, while holding the Class 2 CoC. 

 

If you have obtained your MEC2 qualification from a country other than New Zealand (such as the UK, Australia, India, Singapore, etc.), you are not eligible to solely pursue the MEC1 course in New Zealand without completing the full 10-month program offered by NZ.

For MEC 2 applicants, please provide your Class 4 CoC along with the page displaying the  expiry date. 

For MEC 1 applicants, please submit your Class 2 CoC along with the expiry date page. 

Your highest academic qualification certificate, such as Class XII or Class X. We appreciate your cooperation in providing these documents for the admission process.

Spouse and Children to the New Zealand

 

When traveling to New Zealand, you have the option to bring your spouse and children along with you. They can join you on either a Visitor Visa or a Dependent Visa. It is important to note that there is no requirement for them to take the IELTS English test.
